David Swankin Receives 1999 Lillian D. Terris Award
for Distinguished Board Service

New York, NY, March 2000 - Professional Examination Service (PES) is pleased to announce the selection of David A. Swankin, J.D., as the recipient of the 1999 Lillian D. Terris Award for Distinguished Board Service. Named in honor of the first president of PES, the award recognizes an individual whose service contributions have enhanced the public and professional understanding of the missions of credentialing organizations and the meaning associated with professional credentials.

Swankin is President and CEO of the Citizen Advocacy Center (CAC), a training, research, and support network for public members of health care regulatory and governing boards. He receives the 1999 Lillian D. Terris Award in recognition of the outstanding leadership he has shown in co-founding the CAC and in building the organization’s impressive reputation. The CAC is renowned for its work in equipping public members to serve their boards’ public policy goals more effectively, and has received several public service awards, including the 1993 Program Award from the Council on Licensure, Enforcement and Regulation.

The Citizen Advocacy Center, originally a program of the American Association of Retired Persons’ Health Advocacy Services department, was founded in the mid-1980's in response to a recognized need to provide support and resources to public members of regulatory boards. In 1994, CAC became an independent 501(c)(3) nonprofit organization with its own board of directors, and broadened its scope to include public members on accreditation and certification bodies, health plan governing boards, and other health-related oversight bodies. The organization convenes conferences and produces research reports on key public-policy issues; holds an annual meeting for public members; and conducts training seminars for states, regulatory bodies, and others.

As co-founder and president of CAC, Swankin has worked tirelessly to set the direction for the organization’s innovative programs and to turn these initiatives into a reality. He has devoted his entire career to promoting understanding of the credentialing process, and the award recognizes in particular the fairness and sound judgement he has shown in steering the CAC along a path that favors the public interest while avoiding bias and partisan politics.

Lillian D. Terris, Ph.D., is a recognized leader in the credentialing field. She was President of PES from 1971 through 1979, and continues to serve as President Emeritus of the PES Board of Directors. Submissions for the 1999 Lillian D. Terris Award were judged by: Howard N. Mantel, J.D., and Clarence E. Pearson, M.P.H., both past members of the PES Board of Directors; and E. Belvin Williams, Ph.D., current member of the PES Board.

Professional Examination Service is a nonprofit organization whose mission is to promote the understanding and use of sound credentialing practices. PES achieves its mission by providing comprehensive services and making contributions to credentialing stakeholders in the areas of assessment practice, educational activities, scientific research, and policy development.
